Paper miniatures allow you to easily create figures, squads or even entire armies to your liking with minimal effort and cost. Cardboard soldiers for wargaming have in fact been around since the 19th Century.

Star Wars Paper Minis
Here are some paper minis made for Star Wars games. Use the scale function to resize these minis for your particular purpose. Scaling them down to 75% allows you to glue your minis on US 1 cent Pennies. This makes for nice little game pieces and low cots toy armies.

There are many scales used for wargaming. These are some of the more popular ones:
3mm - used for hair roller large scale small table top gaming
6mm - US large scale wargamming
15mm - Sci-Fi gaming. Allows for vehicles and larger battle while having reasonable details on miniatures.
20mm - similar to 15mm. Popular for WWII wargaming.
28mm - aka Hero scale. Great figure detail. Great for gaming where detail of the figures is more important than having a large play area.
